Determining the Role of the Babol Municipality's Cultural and Sports Organization in the Development of Public Sports

Abstract
This study aimed to determine the role of Babol Municipality's Cultural and Sports Organization in developing public sports. This research employed a descriptive-applied survey methodology. Theoretical data were collected through library methods and empirical data through field methods. The statistical population included all citizens who had participated in public and civic sports under the management of Babol Municipality's Cultural and Sports Organization in 2023, and 384 individuals were selected as the research sample through simple random sampling using Cochran's formula. The data collection instrument was a researcher-made questionnaire with 24 items across 5 components: creating participation motivation (0.834), creating spaces and equipment (0.938), organizing recreational sports events (0.801), morning sports (0.745), and public sports education (0.720). Face validity was confirmed by professors and reliability was assessed using Cronbach's alpha test. Cronbach's alpha coefficients ranged from 0.720 to 0.938, indicating acceptable reliability. Finally, descriptive and inferential statistics were used for data analysis in SPSS software. Findings showed that Babol Municipality's Cultural and Sports Organization's performance in creating motivation, creating spaces, equipment and safety for public sports, organizing recreational sports events, morning sports, and public sports education was below average, and no significant difference was observed between male and female participants' views regarding the organization's performance. It is recommended that this organization improve its performance through systematic planning, appropriate budget allocation for infrastructure development, and providing diverse programs for different target groups.
