Abstract
The aim of the current research was to identify the mental patterns of experts regarding the factors that inhibit the productivity of human capital of the fire department and safety services .This research was mixed in terms of practical purpose, in terms of exploratory-analytical nature and in terms of implementation method. First, to identify the factors, the study of theoretical bases and interviews with experts were conducted. The interviewees included managers of the fire department and safety services of the northeast metropolis (Mashhad), professors of sports management, and experts in the concepts of human capital productivity. Using the purposeful sampling method, interviews were conducted with 14 experts, 26 people completed the questionnaire of inhibiting factors. Using varimax rotation and exploratory factor analysis, the identified factors were categorized and prioritized using SPSS software. The findings showed that 33 inhibiting factors play a role in the productivity of human resources of the fire department and safety services in the northeastern metropolis of the country. 7 mental patterns of inhibiting factors include welfare factors, motivational factors, justice-oriented, work politics, supervision, knowledge management and attraction.
Conclusion: In summary, it should be stated that human resource productivity encompasses both advantages and disadvantages, each of which can serve as either a driver or a barrier to productivity development. By emphasizing the seven key models, it is possible to effectively and practically leverage the current circumstances
