The aim of the present study was to present a model of policies for the development of indigenous and local sports culture in Iran. The research method is qualitative and uses the Glaserian approach of grounded theory. The statistical population of the study included researchers, scholars, and academic professors who were experts in the subject of discussion, who were selected purposefully. The data collection method was based on studying relevant theoretical foundations, upstream documents, and conducting semi-structured interviews with 10 research experts, with interviews continuing until theoretical saturation. In order to confirm the validity of the study, the findings and results of the study were provided to 4 experts in the field of sports sciences, who examined and approved the validity of the definitions and generalizability of the research findings. Also, the Cohen's kappa coefficient method was used to determine the accuracy and reliability of the study, which was obtained as 0.7. The research findings show that the factors of educational rethinking, institutional support, rural tourism industry, human resource development, infrastructure growth and development, economic support, media coverage, structural changes, strengthening the research flow in indigenous and local sports, organizing events, international interaction capacity in sports, and strengthening ethnic and local identities are introduced as policies for developing indigenous and local sports culture in Iran. The findings of this research will help senior managers, executive officials, and organizations related to the development of indigenous and local sports culture to be able to work towards the best implementation of their strategic plans and programs.
