Abstract
The present research was conducted to identify and level the factors affecting the sustainable development of public sports based on the performance of the government in Razavi Khorasan Province using the ISM-DIMATEL combined method. This research is qualitative and according to its nature, it is exploratory research. The statistical population of the research includes 12 sports management experts and was investigated using the snowball method until the saturation limit. The research data was collected by semi-structured interview method analyzed by Glazer's theory method and coded in three stages: open coding, categorical coding, and axial coding. In the following, by identifying the main axes of the research findings, he entered the structural phase of interpretation-fuzzy demetal. Based on the findings of the research, the core codes include policies and strategies, organizational structure and processes, resources and infrastructure, quality of sports services, communication, innovation, and based on the interpretive structural matrix, the first level includes innovation, communication, quality of sports services, the second level. It includes resources, infrastructure, organizational structure and processes, and the first level includes policies and strategies. It can be concluded that policies and strategies provide a guiding framework for sustainable development, and resources and infrastructure are important to ensure the performance of public sports services, and government officials in Razavi Khorasan province can achieve sustainable development in public sports by addressing these factors. improve and develop the welfare of their citizens.
